Should I keep water or coolant in the overflow reservoir on my 1995 Toyota Camry? It's not over heating but I noticed full and low marks on the reservoir, which was rather low, not quite empty.

The 1996 Toyota Camry at times will not start. It acts like it is not getting fuel.
