Since I had the oil changed on my Honda Accord @Pep Boys the engine seems to run like its in a high rpm. It runs @ 1.5 in idle & 2.5 @ 45 mph and over @ 65. Is this right?

My 1993 honda accord lx wagon overheats when every now and then mainly when I stop somewhere for too long and leave the car on, but as soon as I accelerate n go over 20mph the meter starts cooling down....any idea on what the problem might be?? Its been checked for leaks and nothing. But the car seems to be out of water after it overheats more than 3 times.
