No voltage at fuses in side car or under hood

Patty HI I HAVE A 1998 FORD EXPLORER SPORT, 6 CYL. IM Looking to have my explorer Inspected. When I use a OBD TORQUE Software I get A not pass for Catalyst and Evap. I also get the following $ readings Test report: ------------------ TID:$01 CID:$21 - Rich to Lean sensor threshold voltage(constant) Min: 543 Test result value: 65,535 PASS ---- TID:$03 ...

A few moths ago I noticed dash lights went out when I turned on my wipers. More recently I noticed my navigation screen is slower to illuminate after starting the engine. Now, when I press the start button it starts “tired”. Slower than normal. Battery voltage is consistent at 14. All lights and power windows work fine.
