My 2004 Jeep Grand Cherokee shakes or \"shimmys\" up and down, when I am braking. This happens especially as I am slowing from a high-speed (freeway driving). I only have about 27,000 miles on my Jeep - could I already need new brakes?

My brakes make a scraping sound as I am driving until I press on the brake pedal. The sound stops and then resumes as I accelerate.
