2003 Dodge Neon General Question

I want to know if the coolant reservoir arm on the right side is supposed to have a hole

Hello,

Thank you for writing in. The coolant reservoir tank should not have an exposed hole. There is a piece of rubber hose that runs from the radiator to the reservoir tank. It is through this hose that coolant is sucked out or pumped back into the cooling system depending on the expansion and contraction of the coolant inside.
