Can you still operate a vehicle if the rear brake pads are taken off?

Not safely!  It is extremely dangerous to drive with worn or no rear brake pads.  The rear brakes do anywhere from 30-50% of the effort to stop your car.  Without them, 100% of the inertial (and heat) would fall on the front brakes, causing them to wear extremely fast.  The car would also take longer to stop, and the rears could lock up.  If it were safe to drive without rear brakes, manufacturers wouldn't bother putting them on the car to begin with.
