Hello,

Your parking lights, taillights, and license plate lights all get their power from the same source. Start with the fuse for that circuit. Repalce it or test it. Once you know the fuse is good, and those three sets of lights still do not work, then you have a wiring or a ground issue. The wiring diagram for your model does not show a "light failure sensor", as the Celica stopped using them in the early 1990's.

You will want to look for obvous damage to the wiring, loose connections, or a bad fuse. Good luck!
