I have a neon and it over heats In the summer but runs good in the winter or cooler months and the heat is cold

Something is wrong with the cooling system, causing the vehicle to not regulate its temperature. The problem is likely to get worse, and its best to take action now rather than wait for the warm weather when its dire. Unfortunately, your symptoms do not give us any info to work with for diagnosing the problem. You will want to check the following: the coolant level, the radiator cap, the thermostat, the water pump, and the cooling fans.
