The best time to put snow tries on is BEFORE the snow comes otherwise you may get caught in the snow and will have a long wait for every one else putting snow tires on.
Also know the laws in your state about when studded tires are allowed. in Oregon they are allowed from Nov 01 to April 01 normally.

When snowy weather is expected would be a good time for switching to snow tires.

It depends on where you live. If you are in an area that gets a lot of snow, you probably want do put snow tires on sooner than later. If you are in an area that doesn't see a lot of snow, you will probably be just fine with a good all-season tire.

You should change to winter tires when the temperature is consistently below 45 degrees. Depending on where you live it should be about mid November.
