The car windows all fog up when it's raining. Turning the vent higher and/or defrosting don't seem to fix the problem. What should I do?
Also, when very warm, there is a very unpleasant smell (like Ether) even when the car is turned off.

First off make sure that the vent control is on the air coming from the outside of the vehicle and not on recirculating. This could be the cause of the windows fogging.
As for the smell... the first thing that comes to mind is that you could have a mouse nest in the cabin air filter of the vehicle.
You can try these two suggestions first. If not, then you should take it to a shop and have them diagnose and then fix your problems.
When you defrost the window make sure the air conditioning is on too. The smell is the drain from the air conditioning, the liquid is in there and needs to be drained. Have someone take the plug out to drain it.
Take the car to a good repair shop. Does the a/c work? The a/c system assists in the defrost process by taking the moisture out of the air. The smell is a result of something leaking into the cabin area that shouldn't be. You may also want to have the cabin air filter checked/repalaced as necessary.
