Yes the AC has a fuse it could be under the dash or there may be one connected to the unit. When my Dodge Caravan was only blowing warm air it ended up being a broken fan belt that needed replacing.

Yes there is, check your owners manual or call your dealer for the location of the fuse. However it is not likely that is the entire issue, should have it checked by a professional.

I wish there was a simple answer as to the cause of your AC not working, but you could start with checking fuses and relays. There could be as few as one of them or there many be several depending on the vehicle type (check your owners manual). If the fuses check out ok, I would recommend taking your car to an ASE certified technician and have the AC System checked. The cost is relatively low and then you will most likely have an idea as to the cause (low refrigerant, bad compressor, fuse, relay, electrical problem, etc.).
