Why would an auto owner want to change their own oil and filter regularly... like every 3000 miles. I have heard from a former dealer mechanic that increased mileage between oil changes was only a stroke of a pen... that the engines have not been improved.

Engines are much more efficient than what they used to be. Most vehicles don't need an oil change before 7500 miles.
It's always best to go by your manufacturer's recommendations. You can find this information in your owner's manual under maintenance.
That being said, if you want to change your oil every 3000 miles, you will never hurt it! It's a matter of cost really. You may not need to do it so frequently. Hope this helps.
