Sounds like the arm of the wiper needs to be tightened. To do this you first need to manually place the arms where you want them to be, then tighten the the nut holding the arm of the wiper to the car.
Sometimes the nut is covered by a plastic piece that needs to be taken off to be able get to the nut that needs tightening.

It sounds like you may have something loose, or possibly a stripped part. Are your wipers parking in the correct position? If so, you may need to take the bottom of the wiper arm off and reposition the arm. It can sometimes be tricky to get the arms off, so be careful or ask for help. If the part holding the arm on is stripped, you may need to replace some parts, in which case, I would suggest taking the vehicle in to your technician.
