What are the best items to target when negotiating down the price on a used car? How much can I typically expect to reduce the asking price? Is it common for the dealer/lot owner to allow me to take the car to my mechanic? Will I need to leave a deposit to be allowed to do this? And if so, how will it be reimbursed typically if I decide against the car? I have seen several used Honda's that have a dark buildup behind the hubcabs. What is this related to? I am looking for an Honda Accord (1999-2002) manual transmission, but am interested to know what you think of the Civic models as well.

If not you may be able to find out what services are coming up and negotiate them into the deal. Mileage is a way to negotiate too if the price seems high at that mileage. How much you could reduce the price depends on where you buy it and how much money they need to make off the vehicle. This could vary. I would definitely take it to a technician before you buy it. This is a good way to make sure there aren't any major problems that you may not notice. It's worth an hour fee that the shop may charge you. As for the black buildup on the wheel covers, it's most likely brake dust. If you may have a hard time cleaning them if it's been on there a while. Go to an automotive store and see what kind of cleaners they have to remove the dust. I worked for Honda for 7 years. I don't think you can go wrong with any Honda.
