When power steering fluid is low, there is usually a leak. I would say that just because they checked it when you were in for the oil change and it was okay, it could have developed since then.
Changing the oil should not involve anything with the steering rack.
That being said, did they tell you that you needed a new steering rack? This is most commonly the problem. Unfortunately they are expensive. Don't be afraid to shop around now that you know the problem. Most of the time you can get a much better price if you replace it with a re-built rack. Buy the warranty and you will probably be fine.
