If I were in your shoes, I would take my car back to the dealership and have the Service Writer come outside so you could explain the situation and show them your scratched rims. Ask the Service Write "What can you do for me?"
If you are not satisfied with their offer, you could call the better business bureau or the fair business council; both have mediation programs for auto repair disputes. They will work with you and the business to get a resolution.

Ask the service manager to have the rims repaired. The dealership probably has a wheel restoration man that they do business with. If the wheels are alloy then they can be repaired easily....if they are chrome wheels then that is a bigger deal...they may have to be sent off to be re-chromed.

Go back and ask them to have the rims painted.
