I have a 1990 Volvo 760 and my windshield wipers stopped working. I live in New York City and we just had a major snow/ice storm yesterday, so is it possible it's just frozen or do I have to replace the wiper motor? Is there anything I can do myself to fix this or should I bring it to a shop? If I have to go to a shop, can you recommend a car shop near my zip code (10040)?
By the way, one side of the windshield wipers stopped working in October but as soon as I changed the blade, it started working again.

Try warming up the car completely without using the wipers, then gently pull the bldes away from the glass once the car inside is fully warmed up and turn on the defroster to help melt the ice. Scrape all the ice away from the windshield. Try the wipers. If they do not work try replacing the blades with winter blades, if this does not work you need to take it in for service by a Volvo certified technician.
