We are a family of 6 (2 adults; 4 kids 7 and under); I just totaled our gas guzzling Mazda MPV; do we have any fuel efficient car alternatives that will (legally) transport all of us?

1996 Tahoe appears to be "slipping" into 4 wheel drive when driving. We notice a low pitch grinding sound and have to stop the Tahoe in order for it to go back into 2 wheel drive and at that point hear a "Clunk" sound as it disengages. I can't get my steering wheel to unlock. The key wont turn, I tried shifting the gears, pressing the brake moving the tires left and right now the steering column is locked and the keys won't turn.

I was told a few months ago that my bushing on my transmission is rusty and that to replace it would cost around $1700.00.
I am not having any transmission problems and no noises. The car place said they would expect noises to come soon. What does this mean?
I had the PCV valve replaced, but the check engine light is still on, and I get the same code from CarMD. Also, I still get some hesitation while accelerating.
I assume there are more parts related to the PCV that may need to be replaced, but I'm not sure how to do it. Any advice?
