Recently my 2001 Toyota Celica has become hard to crank, it act's like it's not getting enough fuel, or maybe it's flooding. Any idea where to start looking?

My 2004 ford Taurus has a bad vibration going up a hill, also vibrates on the steering wheel. We had the transmission rebuilt, and new front tires and alignment, but it still vibrates. What would cause the problem? Please reply. June Bonsack
