My Honda Accord was flooded in 3 feet of water. Once car dried, spark plugs and coil packs were removed to check for water, they were dry. The oil was changed due to water being in the oil after flood. Now the car makes a constant fast tapping sound when running. What could be causing this and can you please tell me what to do further.

We had to replace the radiator in our '99 Volkswagen Beetle. It was running before this. Unplugged the cooling fan. Put radiator back in, plugged fan in. Now when we try to start car, alarm comes on and lights start flashing, but car will not start, nothing at all except alarm. No keyless remote with this car.
