I have a 1994 Honda Accord and the tail lights dont work. I changed both light bulbs already. What could be the problem?

If none of your taillights work, then it's likely you need to change a fuse in your Honda Accord. You can find a diagram to the fuses at this link: http://honda-tech.com/forums/attachments/honda-accord-1990-2002-2/250954d1326557338-fuse-box-diagram-94-97-accord-5th-gen-fuse-panel-dash.jpg

If you need to download a copy of your owner's manual, you can register you car with Honda owners link and download a pdf that would have this information (www.ahm-ownerlink.com).
