If your windshield wipers have completely thawed and you still have a buzzing noise with the switch on, you may have burned up the wiper motor. Having frozen wipers while turning the switch on can prematurely cause this to fail.

It sounds like your wiper motor is still working (the buzz noise).
Could be that the inner wiper arm has become disconnected, and make sure the wipers are not frozen to the windshield.
If you can't figure it out... don't keep turning on the wipers hoping it will work, or you could damage the motor.
Best to take it in for a diagnosis and fix.

Sounds like the motor is burned out. If you tried to use them to remove ice and snow, it could have over heated. Take it to a reputable shop and ask them to take a look.
