You may need to look into replacing your spark plugs, wires, and basic maintenance. If you have not serviced your vehicle you may need to have a close inspection to ensure you get another 103K miles out of her.

If the car stopped running, it could be several things. A fuel pump is one of them. It will run rough and then stop because the pump is out. You need to get it to a reputable mechanic who can determine if this, or something else is the problem. When you say it stopped running, I am not sure if you can drive it, or will have to have it towed. Water pumps tend to fail at this mileage as well. Don't take any chances. Get a diagnosis as soon as possible to avoid engine damage.

Yes, it could need a tune up. It could also be something else. The check engine light could me tons of different things. Shop around for a mechanic that will check the codes for free.
