Car took water in the intake and shut down have not been able to start car.

Lori Johnson, Owner and Instructor at Ladies Start Your Engines Dear Ferdinand, Unfortunately water cannot be compressed so it does damage to the engine inside the cylinders. You will need to have your vehicle towed to a repair facility to access the damage. Keep in mind that you may need a new engine, as the worst case scenario, or a top half rebuild which could be around $2000 or more. Good luck.
