2004 Ford other Car Maintenance and Repair Question:
Battery light is on (new battery).
The car seems to sputters at times, and the lights flicker when I start the car.
I thought that I might need a tune up, but to me it seems the problem may be electrical

I would suggest that your alternator is bad. It*s a good idea to fix that as soon as possible so that you do not get stuck somewhere and so that you do not need to purchase another new battery.
