Wheel bearing do fail and they are known to create a low or high pitched noise at times from the tire area.

Wheel bearings definitely do make noise when they go bad. You will only notice it when the car is in motion and the sound will most likely change as the speed changes. This is a safety issue, so I do recommend having it repaired soon. It never hurts to get a second opinion if you do not trust the first shop.
