I have a 1991 Honda Accord that is not running and I want to sell it. California requires a car to be smogged before it is sold but what if the car dosen

Patty Streeter,  at AskPatty.com You cannot get a vehicle smogged that is not running. You can sell as it 'as is" , however you need to state this to the new owner and they will not be able to change the title until it has been smogged.
