I have a 1998 Doege Neon and my wiper arms wont move. it sounds like the motoer is trying to move but the arms just won*t move. What could the causes possibly be?

Since you can hear the motor running, but nothing is happening, then you would need to check the linkage from the motor to the wiper arms. It could be that even though the motor is running it's not spinning the armature, therefore it's not moving the linkage.
If you can disconnect the linkage from the motor to see if the motor is actually spinning the armature, then you can look and see if there is a problem with the linkage.
There really aren't a whole lot of pieces to a wiper system, so it shouldn't be hard to diagnose. One problem I've seen is when people don't clean snow from their windshield and just turn on the wipers. This can cause damage to the motor or the linkages that connect to the motor.
